The SCAL Construction Hub brings together classrooms, workspaces, meeting suites, and member-focused facilities across seven levels. For Ngee Koon, the brief went beyond execution: we were tasked with coordinating diverse functions, integrating services, and ensuring constructability and durability while meeting tight timelines and operational needs typical of an industry body.

On the ground floor, Ngee Koon delivered a welcoming reception and waiting area that sets the tone for the Hub.
Feature walls showcasing council members were carefully coordinated and installed to honour SCAL’s heritage while maintaining a clean, professional aesthetic.

For the VIP lounge on Level 2, Ngee Koon focused on elevating the feel through meticulous detailing and joinery execution. Working with a more hospitality-driven brief, we delivered refined finishes, built-in seating, and lighting coordination that create a comfortable setting for senior stakeholders and guests. Particular care was taken in transitioning from public circulation areas to this more exclusive environment to ensure a seamless experience.

Levels 3 and 4 are dedicated to classrooms and training spaces. Our role was to build robust, flexible rooms that can withstand intensive daily use.

• On Level 3, we constructed classrooms alongside a distinctive rest zone featuring blue benches. These benches and breakout areas were built to be both durable and visually identifiable, giving trainees an intuitive place to pause, recharge, or gather informally.
• On Level 4, additional classrooms were delivered with an emphasis on clear sightlines, acoustic performance, and integration of AV and M&E services. Coordination between ceiling systems, lighting, and equipment was key to maintaining a clean, uncluttered teaching environment.

Throughout these levels, Ngee Koon ensured that corridor widths, door locations, and signage provisions worked together so circulation remains smooth even during peak training hours.

Level 5 functions as a work zone for SCAL’s internal teams. Ngee Koon translated planning layouts into a buildable and efficient fit-out, incorporating workstations, collaborative corners, and storage in a compact footprint. We coordinated raised flooring, cabling routes, and lighting placements to support hybrid work patterns and future reconfiguration, while ensuring day-to-day maintenance remains straightforward.

The top floor houses SCAL staff meeting rooms and the boardroom, where key decisions and industry discussions take place. Ngee Koon executed the build of these spaces with a focus on precision and presence – delivering high-quality wall, ceiling, and joinery finishes, integrated AV, and concealed services to support a polished, professional setting.

The boardroom, in particular, demanded close collaboration with suppliers and consultants to ensure that the final space not only met aesthetic expectations but also functioned reliably for high-stakes meetings.
